Also, please note that the settings aren't ON vs. OFF (and variants),
they are PRESENT vs. ABSENT. This means that USE_CPAN=OFF is
equivalent to USE_CPAN=YES.

To not use CPAN you'd either explicitly clear the variable:

	USE_CPAN=

...or omit it entirely.
