"extraneous filter-flag" is probably a different problem, but this one
was caused by putting the "h" flag on a rule that does not deliver,
e.g.:

    :0 h
    ^fnord:
    {
       VAR=whatever
    }

I think yours will be something similar. The "filter" flag is
probably on a rule whose action is not a filter command.
