If a disposition header is present (QUARANTINE, DISCARD) there's
nothing for the perl script to do (e.g. it can't veto the quarantine
disposition) so it's skipped.

This isn't a function of the local rule itself (the rule doesn't
suppress the include of html-trap.procmail) - look at the conditions
for the mail perl script in html-trap.procmail
