This is very simple to do. Something like:

  STRIPPED=/etc/procmail/standard_strip_list

  :0
  * ^(To|Cc): (user1|user2|user2)@mydomain\.com
  {
    STRIPPED=/etc/procmail/looser_strip_list
  }
