It's obvious that you live in 7bit-ASCII-land. :-)

Us foreigners with 8bit languages like to give our files names with
funny characters in them, which then get encoded in one way or
another by all recent MUAs.

Whether the encoding is the old-fashioned encoded-word hacks
name="=?..?=" or the recent MIME standards-compliant
name*="charset''encoded-filename" syntax varies, but both are
commonly used by people living in 8bit-land (not to mention
unicode-land).

Simply blocking all such attachments seems a tad extreme to me and
will have non-english-speaking users looking for other solutions.
