It does not, and it would only trigger at 512+ if the current version

I will add this to 1.129, which I hope to release this weekend. This
will only be for the primary message. 2.x will enforce RFC822 header
length limits on attached messages as well.

Does anybody (especially non-English users) have a problem with a hard
250-character length limit on subject lines? I can see
encoded-international-text subject lines hitting this limit.
